The toddler, Neha Anand, was playing with a group of other children with her mother and three other mothers nearby, when she wandered away Thursday afternoon, according to some of the mothers who were there. Neha's own mother found her floating in about two feet of water, after the four women spent a frantic five minutes searching for the child.
